The Survey Of Legal Environment In China Western Airport Group

The character of civil airports is not very clear in China for many years (Government,Public Utilities or Enterprises?).Such is a constraint to the development of civil airport and to the investment of local governments.《The Regulation on the Administration of Civil Airports》, which was adopted at the 55th executive meeting of the State Council on April 1,2009 and come into force on July 1,2009.The director of Administration of Civil Aviation of China once said:the Regulation make it clear that civil airports are public facilities,we must think its public character at first and we can not put it down just because its deficit.《The Regulation on the Administration of Civil Airports》is vey important to the development of vivil airports especially for medium-small-size airports which hold 80% of airports quitities. The medium-small-size civil airports are also called branch line airports or feeder airports,which were the poor position in free competition because the size of an airport is a symbol of the city and it is restricted by the economy of the city. Since the Middle-West of China lack capital and human talents,civil airports in this districts also fall behind.《The Regulation on the Administration of Civil Airports》is very timely for many feeder airports in middle-west districts.It will solve some difficult problems for civil airports in legal field,and it is the base of the healthy developments for civil airports. And the state and local governments will provide subsides for middle-small-size civil airprts to ensure its operation.The author had a serious research to legal field in China West Airport Group,and hope to have a blueprint of legal environment to the civil airports of China.The issue consists of five parts.First,introduce the general situation of the civil airports of China;Second,illustrate the reason of choosing China West Airport Group for legal field research;Third,show the legal environment of China West Airport Group,including four parts:sketch,criminal law aspect, civil law aspect and administrative law aspect;fourth, force majeure in civil airports;fifth,introduce the legal management in China West Airport Group.《The Regulation on the Administration of Civil Airports》will have positive role for the sound developments of civil airports in the near future.China would be a powerful nation in civil aviation in the year of 2030 and "rule by law" will be gradually accepted in this process.
