Analysis On Operation Of Difficult Villages Governance

Transparency and democratic management of village affairs related to rural economic and social development, impact of rural reform, development and stability. "difficult village" governance is a pioneering work, the existing research have been interpreted for our interpretation of "difficult village" governance, while there are some problems on theoretical perspective and empirical study. To be specific, the existing research "see the empirical research not see the theoretical research", consciously or unconsciously ignored the theoretical concern of "difficult village" governance.This article attempts to go beyond the currents research perspective in "difficult village" governance, I try to use analysis method of work analysis and job design, starting from the experience of Hubei province, focus on a practical view of effective and limitations of Hubei "difficult village" governance, then made further policy recommendations to promote "difficult village" governance, in order to provide reference for "difficult village" governance.Through this study, we get the following conclusions:1. Preliminary effect has been made in difficult villages governance of Hubei, initially formed the leading system and working mechanism, and accumulated work experiences;2. There are mainly lots of difficulties and problems in the process of difficult villages governance:budget shortage, which affected the smooth development of governance; resources disperse, which cause it diffcult to form composition forces;3. Cognition factor, institutional factors, financial factor and participation factor of difficult villages governance are discussed, and a comprehensive governance working platform is proposed for difficult villages governance.
