The quality of civil servants determines the quality of civil service level and efficiency of government,so wo goverment must build a political steadfast and professionally competent, honest and clean, good style civil service. The construction of high-quality civil service should be able to self-adapt to environmental change, the establishment of complete self-learning mechanism, autonomy of human resource integration and knowledge innovation, autonomous government innovation, to achieve high performance administration, to achieve social goals of sustainable development built on highly personalized and flexible government model of independent organizations. Team management with its unique flexible application of the human resources approach to collaboration and effective communication and other advantages, can respond quickly to environmental change and the needs of clients at any time of the problem the organization set up flexible and bring organizational performance substantial increasing in. Therefore, the civil service management of these new issues. As a research background, this paper, the team building the civil service as our object of study, the microstructure in our country the status of civil servants, civil servants put forward in the initial team building concept is designed to correctly understand and use team building to provide some reference.The body of this paper is divided into five sections:The first chapter is an introduction section, which briefly introduces the background of choosing the topic and its significance, and main ideas and main content The second chapter introduces the team and team-building theory, the basic concepts and basic theory of team development process and the main method of team building. The third chapter defines the related concepts and basic theory of microstructure and the microstructure of the civil servant, and analysis the current problems and their causes of current civil servants microstructure, and on this basis, analyzing the needs and feasibilities of creating team building of civil servants. The forth chapter deals with team-building survey of civil servants, various organs are involved in this survey in Anhui Province; the survey is divided into three areas:the First area consists the survey of the current situation of civil servant microstructure, the Second area consists the main way of working of civil servant, the third area surveys how much the civil servants know the situation of the project team. Finally, the survey results are analyzed and summarized. The last chapter t tries to find the approaches to the team building of civil servant from the organization, staffing, personnel communication, team performance management and group incentive.
