A famous American political scientist Samuel P. Huntington pointed out that "among the most important political distinction, not to their form of government, but rather the effectiveness of their government." Here, the "government effectiveness" is the government's effectiveness. Improving government efficiency is a contemporary topic confronting countries in the world, both developed and developing countries are working to improve government efficiency, especially economic globalization and new scientific and the technology proliferation make great pressure on developing countries and promote them to improve government efficiency through the rapid response to requirements of the times.At present, China is in the process of modernization, and improving government efficiency is not only a hot topic, but also an urgent task. The rapid development of society put forward the government more higher requirements, government reform has become a global trend. Comprehensive transformation of Chinese society, government reform is imperative and must need more development in depth. Since New China was founded, the reform of government in our country has undergone six reshuffle, but every reform is not out of the strange circle " simplifying - expanding - further simplifying - further expanding", there are many reasons, the most impeditive elements is the administrative culture. Administrative culture is that social cultural is embodied in the administrative practice, the impact of which to administrative is direct and continuous, it also constrains the administrative act of executive principal. Therefore, promoting government reform from the standpoint of administrative culture is an important factor for government's underlying successful reform.Currently, many management experts and scholars in China and West have a universal idea that administrative management is essentially an administrative culture. The development of the modern theory of administration has experienced the stage of scientism, behaviorism and contingent approach, especially today it is in a golden age of "cultural victory". As a new management theory, administrative culture has caused worldwide concern. Administrative culture is a new management theory in higher and deeper level, which mainly contains thought, values and ethics. The theory has shifted from relying solely on the administrative system to attaching great importance to thought, values, ethics and emotion of human, it is an administrative philosophy and belongs to the highest level of administrative theory.Administrative culture of our country has a long history, and has achieved great achievement in the developing process. But with the contemporary society's comprehensive reforming, our traditional administrative culture has been under the unprecedented impact and involved in many problems. For example, the impact that administrative system receives has caused the conformity of the existing administrative culture out of balance, value confusion, belief flaw, moral crisis, standard malfunction, which not only weaken the function of administrative culture, but also caused our administrative culture into emergency and newborn critical moment. Once the administrative culture could not adapt to the socialist system and the modernization process, the intrinsic contradiction of administrative culture possibly transforms into the contradiction between administrative culture and social culture, which correspondingly will also transform into the contradiction between administrative system and social demand, and endanger our social stability and the reform and open policy directly.Based on the background above, this article has researched the problems of the administration culture. The article has reviewed the concept, the integrant part, the type, the function and the characteristic of administrative culture firstly, then pointed out the situation of administration cultural reconstruction and the problems existing in the administration culture, and analyzed the relative subjective and objective reason. The paper holds that administrative culture innovation is the outlet of the reconstruction of administration culture. This part has elaborated the innovation necessity, significance, innovation value orientation and localization of target in detail, and proposed the way choice of our country's administration cultural innovation.
