The Study On Citizen-based Government Reform

The primary problem of government reform does not lie in instrument renewal or upgrading government, but in renewal of concepts and changes of view, which stresses changes from the traditional logic of the elite to the point of view of citizens. It is an inevitable trend for government reform to construct a service-oriented government. But the elite logic of government management, which has existed for a long time, and its choice of a centralized trend will inevitably make the Service Envision of government stagnate on the renewal of instruments and forms great sensible force with intrinsic values service-oriented government.The word ELITE not only refers to those selected people, but also predicts a system, which will empower those selected people and make them a centre in the power system and market system. Under this logic, the public do not participate in social management actively and become obedient to the managements of governors so that it is hard for them to gain the opportunities of having a hand in public life and public actions. Actually, in the government form, the boundary marker, which takes the hypothesis of economists as the starting point and has a positive meaning in citizen's needs, not only exploits citizens'qualification as PEOPLE in the links of social management but also makes itself almost stubborn in the edge of CENTER-BRINK, which belongs to the structure of social management, while this structure is under the logic of elite management. So that it results that during the process of affirming public demands, the government ignores public demand for free speeches and public actions, and the systematic refusal which is based on the logic of elite. The governance has been rendered in plight by the coming of Mass-Age.The concept of citizens not only shows a series of rights but also represents a range of relationships, initiatives and possibilities when citizens deal with these relationships. The citizen's needs have its varieties, but also has its character, that is to say, it can reveal its own values by speeches and actions based on the premise of others'presence. Therefore, gaining citizenship is not only a problem of awakening as self-rights of people, but also a problem of acknowledging and supporting rights of social governance, which belongs to the public, and a problem of affirming citizenship as public managers during the process of constructing of social management, especially of governmental service. So the mission of service-oriented government is that it should rely on the community which is based on citizen community, provide support of public credit, public rights, revenue and culture for the citizen association, and solve the following problems—(1) common interest during the process of restructuring citizens'benefits of the community, rights and space,(2)the common rules which is hard to conclude and lack empowerment from each other, and (3)shortage of public space, so that the government and the public can have a way to communicate and the public can be served by themselves.
