As the development of economic and the change of social, the organization changes quickly, the profession is unstable, job burnout has happened in every counties. China is also suffering job burnout. The report on the investigation of job burnout status in China, published by China Human Resources Development Network, in December 2004 and April 2008.It showed that the proportion of civil servants'job burnout, compared with other occupational groups, is to the top. The problem of job burnout not only affects the physical and mental health of individual civil servants, but also affects the government's administrative performance. Therefore, the researches on the civil servants'job burnout are very significant. At the background of building well-off society in an all-around way and a harmonious socialist society, the personal qualities, work capacity, work efficiency and service attitude of the civil servants have the direct bearing on the abilities of administration of our Party and the managerial capabilities of our country. Strengthening the construction of civil Servants is the key of enhancing the abilities of administration of our Party and also the key of the important guarantee of China's long-term stability and the prosperity of the socialism with Chinese characteristics.On one hand, this thesis let people realize the present situation of the job burnout of civil servants and the perniciousness and severity of this problem. The civil servants in government departments are easier to suffer from the job burnout because they apply their selves to public management and service with heavy tasks, many trifles and heavy pressure compared with other careers. That's the characteristic of the civil servants at the aspect of job burnout. Through the analysis of this thesis, I displayed the perniciousness of job burnout to the society. If a wide-scale job burnout emerged, there must be lots of negative effects. For example, the quality of serving society of the employed persons will reduce obviously. The individual factor may influence the stability and task performance of the organization. The job burnout of civil servants must influence their working attitude, quality and efficiency and so on. At the present stage, building well-off society in an all-around way and a harmonious socialist society is in the critical period. Its demand to the service ability and management ability enhance continuously. The job burnout of civil servants must influence the building of harmonious society.On the other hand, the research planed to reduce the influence of job burnout of civil servants to the society through building reasonable administrative ethics norm, enhancing the encouragement to the civil servants and intensifying the restraint to public power. Through clearing the ethic relationship among civil servants, government, society, family and self, the thesis analyses the source of job burnout and distinguishes the burnout factors from multi-dimensions. The analysis from multi-dimensions will help us know deeply about the job burnout of civil servants, explore the effective measures, so it is important and meaningful. The working quality and efficiency of civil servants directly determines the working quality and efficiency of the office, the effect of the management to each social affair and the China's development and socialist construction. We should enhance the working efficiency of civil servants, the atisfaction of the pubic to the civil servants, the effect of governmental organizations and reform present Incentives. Therefore, we should analyze the source of job burnout and propose the countermeasures as the theoretical basis of the on-going administrative restructuring. All mentioned above is very meaningful for our administrative office to build an honest, efficient, harmonious and normative administrative system.I chose some representative cases through the deep interviews for this researching. Meanwhile, I gave out the questionnaires through spots and emails. For the guarantee of the universality of the survey results, I took the employed people from different prefecture-level cities, different departments with different job category as the informants. For the guarantee of the truth of this research, these questionnaires are innominate. The research, based on the questionnaire about job burnout and the case study, explores the relationship between source of job burnout and career sense of job burnout, and also the relationship between the sense of job burnout and job satisfaction. This research comes to the conclusion as following:(1) Most civil servants showed moderate burnout and very few of them showed the extreme burnout. (2) There was a significant correlation between age, qualifications and duties of job burnout of civil servants. The high personal expectations and personality factors are the influential factors of job burnout. (3) The influential factors of job burnout are occupation, organization and system of civil servants.At last, we proposed intervention suggestions from the individual level, organizational level and system level. (1) Individual city servant should master psychological adjustment methods, the right attitude towards work and themselves and scheme out a career plan. (2) Public organization should establish a reasonable expectation to civil groups, improve the public image of civil servants, launch Mental Health Web site. (3) Improve the civil service system, for example, broaden the career development channels, perfect incentive system.
