| The Public Hearing System, which is considered as the soul and the core of modern Administrative Procedure Law, has not brought people any concrete democratic rights, nor any supevisions or restricts to the arbitrary power, thus, this hearing system is no different from the hearings on price-increase of water, electricity and gas, but just a right-on-paper. This essay will begin with the meaning that Public Hearing System to the urbanplanning , then discuss the positive influences that Public Hearing System can bring. Through analyzing reasons that why urbanplanning can work, some suggestions on promoting Public Hearing System on urbanplanning will be put forward.
