Research on UN and the effectiveness of UN reform is always in the limelight from the international relations'field, no matter what the methodology is and perspectives are. In this paper the UN current operational conditions has been explored and several questions will be answered, as follows: the meaning of organizational effectiveness, the influence factors towards organizational effectiveness, necessity of UN reform, UN reform process and organizational changes, and how to fulfill UN reform in order to accomplish its missions, etc.This thesis consists of an introduction and fours chapters. The introduction part is presenting the proposal, current conditions, the purport, research methods.Chapter I explores the meaning of effectiveness and answers the question——what organization can be called as an effective organization? The significance of the first chapter lies in theory basis and analysis frame it provides for full text especially for chapter II and chapter III on necessity of the reform at the UN from organizational effectiveness perspective and organizational reform predicament. The review and analysis of effectiveness theory have been covered in this chapter, pointing out the reform purpose lying in fulfilling the missions in more effective way.Chapter II analyzes the necessity of UN reform on several primary factors playing major part in organizational effectiveness. Purposes and Principles of the UN are the beacon of UN reform. Violation on its UN framework violates the purposes and principles. The limited financial resources and organizational expansion, the problem of corruption threatens the survival of the United Nations, Reforms towards the UN financial system——the UN material base, should be conducted to guarantee its well operation, due to the critical problems lying in the financial system. Reform on UN organs'power is also needed, because the United Nations has shortcomings in a timely identify and correct errors. The UN regime is fulfilled with contradictions and conflicts which are complex and easy-changeable. Thus, effective power of coordination will warrant UN operation.Chapter III points out reform predicament facing the UN, based on analysis of UN reform history and organizational reform theory. The reform at the UN has a long and hard history, mainly because of the uncertain, complicated and changeable external environment and the rigid and solid internal environment bringing obstruction. Next chapter rests on this part.Chapter IV aims to arrive at the resolution of UN reform from five aspects that chapter II provides.In the conclusion, on the basis of learning organizational theory, it is found that constant learning and effective reform can be the crucial parts for accomplishment of UN missions.
