Nowadays, environmental problems such as pollution and ecological damage pose an increasingly serious threat to human society which is consequently faced with unprecedented pressure of environmental protection. Therefore, conscientious protection of the ecological environment on which mankind relies for existence and development has a direct bearing not only on the practical needs of people in current era but also on whether people in the future can enjoy favorable environment for living and production or not. Theoretically, environmental protection has a great deal with whether the strategy of sustainable development, which was put forward in the second half of 20th century, will be realized or not. In a word, there is no denying the fact that environmental protection is a big problem which on the one hand cannot be evaded by and on the other hand deserves close attention from every nation or area in today's world.Disclosure of environmental information plays a special and extremely critical role in the solution to a series of environmental problems on the ground that only by grasping thoroughly all kinds of environmental information, can government make appropriate decisions as well as correspondent control and protection plans in accordance with true state of affairs, can enterprises improve their consciousness of social responsibility, and can the public take an effective part in governmental decision making and supervision activities according to the disclosed environmental information. Thus studies on the disclosure system of environmental information are beyond doubt of great significance both theoretically and practically.This thesis consists of three parts, namely, introduction, main body which is further divided into three parts, and conclusion. And the total wordage of this thesis is more than 30,000 words. The main content of each part will be summarized in the following part:In Introduction, current status of environmental protection around the world is firstly analyzed to exemplify the key role that the disclosure system of environmental information plays in the solution to a series of environmental problems. Then after a brief view of external construction of relevant systems, the problems existing in China's related legal systems are recapitulated from the perspective of practice and legal system per se for the purpose of exemplifying the theoretical and practical significance of studies on the disclosure system of environmental information. In Part One, that is, Brief Account of the Legal System of Environmental Information Disclosure, concepts concerning the legal system of environmental information disclosure are differentiated and analyzed, and then the theoretical foundation, meaning as well as principles of environmental information disclosure are elaborated on, which lays the basis for further analysis of the legal system per se in the following parts.In Part Two, i.e. Analysis of the Legal System of Environmental Information Disclosure in China, the main deficiencies and problems existing in China's legal system of environmental information disclosure are summarized based on the review and analysis of the current status of the legal system of environmental information disclosure in China.In Part Three, that is, Conception of the Perfecting of the Legal System of Environmental Information Disclosure in China, the legislative mode of the Environmental Information Disclosure Law of China is firstly discussed; then in dealing with the deficiencies and problems which are summarized in Part Two, a series of proposals on how to perfect this legal system are put forward on the basis of some advanced foreign legal systems.In Conclusion, the critical role that the disclosure system of environmental information plays in the solution to a series of environmental problems in today's world is ascertained, and it is hoped that this thesis could serve as a modest spur to induce researchers to come forward with deeper studies on this problem. The author also hopes that more scholars in the domain of environmental law could dedicate their efforts to the perfecting and construction of the legal system of environmental information disclosure to contribute to the construction of environment-friendly society in China.
