Study On The Construction Of Public-service Or Iented Government

To build a service-oriented government is the target of a new round reform of China's government, is also a hot issue in China's political science, administrative science and public management research in recent years. Since reform and opening, China has gradually built up a model of governance of "economic development-oriented government". The government controlls the all ocation of resources and management rights. The resources of the nation are mainly used for economic development. Under this model, the government has a dominate status in economic development, focusing on economic development at the expense of investment in social undertakings, and resulting in a range of issues, for example, imbalance between economic and social development, economic development and ecological environment imbalances.Compatible with the economic reforms, our government has gone through a continuous process of reforms. In 1980s, the theme of Government reform is "centralization and decentralization," the central issue of the theme is "separation of powers and profit sharing." In 1990s, the central issue of government reform is streamlining the organization. After entering the new millennium, with the further deepening of the reform theme, it is increasingly recognized that the centralized or decentralized government power, large or small government, can not be said the pros and cons of a government. A good government must be an government that can perform public management and public service functions effectively. Based on this understanding, "to transform government functions," has become the core of government reform issues, with the change of government management, to build service-oriented government, has naturally become the objective of government reformService-oriented government has a lot of connotations, but first it should be a responsible government. Building service-oriented government, we must strengthen the building of governmental responsibility. AT the contemporary Chinese society, there have been many problems related to people's livelihood, whether the failure of the three major stages of reform on "education, real estate, health care" in the new century, or the Weakening on "food safety and environmental protection", whether the frequent occurrence of mining accident, or the dignity of helpless beggars, which are all reflected from the side:the government has not done enough, and its responsibility is missing to some extent. To build a true "people's satisfaction with the service-oriented government," the first thing to do is strengthening the government's responsibility. This paper is intended to make some theoretical analysis on building a service-oriented government from the perspective of governmental responsibility.This text includes the following four parts:the first part is analysis of changes in patterns of governance, noting that service-oriented government model is a natural choice of history; positioning service-oriented government, pointing out that the objective existence of service-oriented government is necessarily a kinds of system form of government; then discussing the different definition of service-oriented government and analyzing the characteristics of service-oriented government. The second part is analysis on the base of the theory of building service-oriented government from aspects of abroad and domestic development,but also on the reality of service-oriented government building from two levels of the external drive and internal demand.The third part is the special analysis of the government responsibility on the service-oriented government building, discussing the theory point and the classification of governmental responsibility of service-oriented government, as well as the deletion of responsibility of our government. The fourth part, according to the third part, based on the formulation of service-oriented government of the 2010 Premier Wen Jiabao's government work report, putting forward the building of service-oriented government countermeasures from the perspective of strengthening the building of the government responsibility.
