The European Union civil society, which is different from the civil society in member states, breaks the boundary of member states. It comprises of a series of transnational civil society organizations which are of different fields and different levels. It also comprises of European masses who participate in EU thesis. The EU civil society has multiple interest demands and political preferences. It provides diverse proposals to the decision-making process, and it is good for EU government considering the interest of European people from diverse angles.The accesses of civil society participation are European parliament election, referendum, open method of coordination, civil society dialogue, canvass, internet participation, lobbying, think tank, academic forum and citizen jury. EU civil society delivers their opinion and hears the voice from European people through these channels. As a result, the distance between civil society and EU government is close.EU civil society expresses their voice during the policy initiative process, which raises the attention of EU government. It provides important information and special opinion during decision-making process, improving the legality and feasibility of EU policy. At the same time, it supervises the process of policy implementation, which relieves the status quo of democracy deficit and legality crisis. There're limitations of EU civil society participation, such as limited range and influence, logic of collective action, but the potential of EU civil society development is still great.
