The Study On Local Government Behavior And Regional Development

Under the background of economic globalization and regional integration, China's market economy system is continually improving, regional development also presents a vigorous condition. Meanwhile, the unbalanced development between the area and the gap between the regions appeared, especially since the 21st century, the phenomenon has aroused a community of common concern. The Third Plenary Session of the 16th CPC in 2003 formulates the "Overall consideration on regional development", Oetoberll,2005,《The Central Committee of the CCP's Proposal about drawing up the 11th Five-year plan of national economy and society development》pointed out that there would be six emphases in the 11th Five-year plan and "promoting coordinated development among regions" was among them. "Regions coordinated development" was promoted to an unprecedented high situation.From the perspective of China's national conditions, as an important section in the government sequence, local government also stands for the central government. It is responsible for obeying the policies of the central government completely. At the same time as the government deepening of reforms and changes in intergovernmental relations, local government gained more power and become relatively independent stakeholders; it also has its own interest demands. Holding the public power, local government has to obey the central government, on the other seeks for its own interests. It might also have the ability to make use of public power for private. Therefore, in the dual role of restriction, the local government behavior rendered the diversity and complexity of features and become an important factor in regional development. Based on the analysis of the local government's dual roles, this thesis focuses on the macro-control behavior, micro-regulation behavior of the local government and put forward the dual effects, explains the problem in region development at present, puts forward some suggestions for local government to promote regional development.
