Northeast Asia is the most concentrated area of the geopolitical and strategic interaction among large countries in the world. There is a lack of regional security after the Cold War, and a new and effective regional security order covering the entire region is not fully formed. The actual demands and the policy appeal of the regional security cooperation in Northeast Asia are still on the way. A new security mechanism is at the exploration state.On the perspective of the International Regime, this paper has conducted a comprehensive review and analysis of the security cooperation mechanism in Northeast Asia from the aspects of theory, current situation, obstacles and countermeasures.Based on the research, the paper focuses on the current situation of the security cooperation mechanism in Northeast Asia through the analysis of the Armistice Regime from the Korean Peninsula, the military alliance system and both of the official and unofficial talking mechanisms. It is difficult to develop the above mechanisms into a regional security cooperation mechanism due to their limitations and it has become an important issue to set up a new security mechanism of Northeast Asian to bringing about Northeast Asia security cooperation. However, because of many conflicts and disputes, big power relations led by the Cold War complex, and complicated regional security situation in the Northeast Asian region, there has been many obstacles in the construction process of the new security cooperation mechanism, including:the Unites State's impacts on the construction of a new security cooperation mechanism in Northeast Asia; the lack of mutual political trust among countries in Northeast Asia; the different views on the concept of multilateral security cooperation among countries in Northeast Asia; a strong military power and the Adverse Disarmament in Northeast Asia and so on. We could draw conclusions from experiences and lessons based on the history and current situation of security cooperation in Northeast Asia. Further effective measures are:to reduce the negative impact from United States on the construction of the mechanism in Northeast Asia; to properly handle political divergences among countries and strengthen political mutual trust; to promote the countries to rebuild a new perspective of security and cooperation in Northeast Asia; to establish bilateral or multilateral military mutual trust and raise military transparency; to expand trade and economic cooperation and promote the establishment of cooperation security mechanism.
