Since the self of public management movement, along with the cost-conscious governments and increasing citizen awareness of democracy, as their citizens demand the government increasing the efficiency of government performance evaluation by the great attention of Governments, quickly became Western countries, a hot issue of general concern, and achieved positive results. In particular the deepening administrative reform and the gradual establishment of market economy, government performance assessment as an advanced management mechanism and tools in the late 90s of the 20th century was introduced into China, and has a number of local governments and departments to practice, had a positive impact. However, practice also shows that China's Government Performance assessment of the rather late, in the theoretical study and practical applications, there are still some problems to be solved. Therefore, the purpose of this paper is to identify problems, analyze problems, and proceeding from reality and find solutions to this problem, so that continuously improve the level of governmental performance.So far, the domestic research on government performance evaluation literature more and more, However, they are nothing but difficult to comprehensively and objectively, deeply profound analysis on this issue, do not identify the source of the problem, it is difficult to promote the development of things. Therefore, extensive access to a large number of domestic and foreign literature, after, in the Government Performance Review of the concept and assessment of government performance based on the existence of many problems, this systematic analysis of foreign government through the basic concept of performance evaluation, institutional framework, standard system and technical methods, to reveal the successful experiences, and based on assessment of China's national conditions and the status of the Government Performance and actively explore and learn from the Chinese Government Performance Evaluation of foreign experience in the proper perspective and the basic path.
