The Application Research Of E-government Organization Project Management Maturity Model

Maturity Model is one of the hottest and most advanced topics in the field of project management. Widely applications of project management maturity models made great improvement of enterprises'project management level. The success ratio can be increased by researching the applications of OPM3 in E-government field and introducing the framework for evaluation & improvement into government orgnizations.First of all, there is an introduction of popular project management maturity models including their characteristics with comparative analysis, especially OPM3 and its application prospect. Selective analysis is put on the problems of Chinese E-government at the current stage. Then, the thesis summarizes the problems occurred in the test and provides the solutions, which is based on the test result of OPM3 application. After improving on the application process and key performance indicator system of OPM3, an E-government organization project maturity model (EGOPM3) suitable for China is finally made out. The best practice of E-government and questionnaire is to be created, too. The thesis then analyze the test result through empirical approaches.This thesis puts forward some opinions and suggestions based on the analysis and conclusion of the final EGOPM3. Hopefully, this model can offer some theoretical guidance for government organizations in E-government project management, and can be further used as effective management standards and tool.
