With our society getting into the all-round developed Information Age, e-government is an important element in the information society, what is the objective selection of the government to adapt to the development of the Information Age. The core values of the e-government are to improve the government's public service. The key part of the e-government is to sharing the government's information resources. The comprehensiveness and adequacy of sharing the Government information resources is an important aspect to examine the level of public service capacity. The government has paid more attention to the administration rather than ministry. Our government needs to improve the capacity of public services. This thesis analyzes the level of our government's public service and the reality of sharing the information resources. It also introduces the Catalog system and Exchange system of government information resources. By studying the situation in the pilot cities which has established and operated the Catalog system and Exchange system, we find the relevant factors that hind the sharing of information resources. In the course of the study, the thesis introduced the Barrel Theory. By analyzing examples and relevant data, the thesis find that the rights and interests of government departments is the most critical factor. The thesis analyses the reasons why the rights and interests of the sector became the bottleneck factor in sharing the government information resources. With the development of e-government, it caused three results mainly. The phenomena are serious impediments to Chinese government restructuring and raising the level of public services. All the research has demonstrated that the problem to be solved is the rights and interests of government departments. Finally, through the research of all the text, it comes to a conclusion: only dealing with the rights and interests of government departments, achieving the equalization of the interest among all the sectors, the government can solve the problem of information sharing, play the greatest benefits and make the e-government develop quickly.
