"Service Oriented" Provincial Government Websites Strategy In China

With continuous development of e-government construction and related technologies, government websites emerged and developed rapidly in China. At present, the central government and each department, as well as all 31 provinces have established their own government websites. The provincial government website as the primary level of China's local government websites is the representative of every provincial government and the direct service window for local citizens. Therefore, research on provincial government websites construction has great significance for enhancing the government's administrative efficiency and e-government construction.From "Service-Oriented Government" construction perspective, and base on studying of provincial government websites status and existing problems, "Service-Oriented Website" is proposed in this paper. And by research on the necessity and feasibility of construction service-oriented provincial websites, and cases studies of successful experiences of US states government websites, some strategies in line with the actual situation of the provincial government websites have been given in the end of this paper. For general construction, provincial websites should take "service" as the core position, strengthen the provincial local characteristics, promote the integration of telecommunications, internet and TV network, and introduce marketing tools. For stage development, provincial websites were divided to four stages according to their construction status, and every stage should focus on different key points in future development. For function construction, provincial websites should improve ability and level of the three core functions, which are information open, online service and public participation.
