The View About The Influence On China's Agricultural Environmental Law System By The "Allelopathy"

In recent years, there is a significant increase in China's environmental legislation. The environmental legal system has been significantly improved. Consider China's current environmental legal system from a comprehensive view, it's also focus on adjusting environmental pollution and ecological destruction after them. It is lack of unified management, protection and promotion about useful phenomena in nature.There are a large number of beneficial organisms in nature, most common in agriculture. Allelopathy refers to the phenomenon of a plant, which affect other plants around through the release of chemical substances. It's also known as the biochemistry sympathetic or the role of allelopathy. Relative plant refers to plant communities, the various plants through long-term survival between the evolution of competition, resulting interdependent in direct living space and nutrients, or indirect dependencies relationship by animals and microorganisms. In the wider world, in a certain time and space, the biology and the environment, as well as between the biological populations have interdependent and mutually constraining relations commonly, thus create an ecological balance of a coordinated fight against both.It has been more and more attention by introducing the economic concept to analyze the environmental problems. Externalities are a concept in economics; it's referred to as"external effects"sometimes in economics literature; the domestic and some scholars also be translated as"externalities". Marshall who studied in the University of Cambridge, proposed the concept of externalities firstly in the early 20th century, and created the concept of "external economy" and "internal economy" the first time. External economies are also known as positive externalities, which refer to a phenomenon, which bring revenue to their own and also to others additionally.In this paper,"Allelopathy"phenomenon is the starting point and breakthrough of the study. It wills analysis this phenomenon in-depth from Biology, Agriculture and Chemical. Through introduce the relevant principles of economics, using economic analysis, giving"Allelopathy"phenomenon a new interpretation. Through multi-perspective, to find a method to solve our country's traditional sectors'defect on "Allelopathy", and try to find a solution from the point of view in environmental law, and improve China's agricultural environmental legal system gradually. Paper discusses mainly from four fronts:The first part is the overview section of"Allelopathy". This section first briefly introduce the phenomenon and the principle of"Allelopathy",including the foreign research of"Allelopathy", China's relevant experience in this regard, the concept of"Allelopathy"and the principle of"Allelopathy", and so on. In particular, we must first improve the guiding ideology and basic principles the of agricultural environmental law system, thereby improving the specific rule design, which related to agricultural environmental law system. Namely, to establish and perfect the legal system of the agriculture environmental taxation, the industrialization of agriculture environmental protection systems, and the agro-ecological benefit compensation system. Through macro-and micro-double efforts, we will create an agri-environmental legal system, which will accelerate external economies developing inside, such as"Allelopathy"problems, and accelerate agriculture developing to eco-agriculture in the direction.
