University graduates are valuable human resources of the Party and our country, while they are the new force to build a well-off society in an all-round way and to push forward the great cause of socialism with Chinese characteristics also. Hiring university graduates to be village officials is an important move to implement the spirit of the Seventeenth Party Congress, and to thoroughly apply the scientific outlook on development too. This move has important profound strategic meanings to develop rural human resources, and to cultivate the Party and government cadres'reserve personnel with deep feelings with the masses of the people.Beginning in 2008, on the basis of concluding the experiences from the pilot provinces and municipalities, the government hires around 100 thousand university student village officials to serve the village in five years. Shandong Province hired 2599 college students in the year 2008, while 5422 ones were hired in 2009, which reached a total of 5422. The Party and the Government are very concerned about the training and using of university student village officials. What's more, whether the university student village officials can learn something and make a difference is a widespread concern for the whole society. University student village officials are still new in China, their training and use not only directly related to the smooth implementation of strategic objectives, but also directly related to their personal development. At present, this work is in its infancy, all systems are not perfect, many practices are not mature, and many institutional and operational problems should be solved.In structure, this paper starts from the historical background, development process, training goals, and direction of university student village officials, combined with human resource management theory and the actual situation of the rural grass-roots level, aiming to explore the correct way to train and use university student village officials, making relevant policy recommendations. This paper uses the method of empirical analysis and normative analysis, through empirical analysis, to grasp the status of university student village officials, and their training and working conditions in practical jobs. From which the writer finds problems, and the problems indicate the necessity to establish a scientific cultivation system. As an addition, through standardizing the analysis this paper shows the basic principles and measures that the Government should follow in establishing a scientific university student village officials training and using system. In the followings, there are several aspects of the research we should try hard to: Firstly, to study university student village officials'developing process, the existing village official policies of university students and domestic scholars studying of university student village officials; Secondly, to discuss the practical significance, the theoretical basis, and practical basis of the university student village official policies. Meanwhile, this paper also discusses human resource management principles and methods in detail, and studies the practical meaning of university student village official policies. Otherwise, this paper takes Binzhou city as an example, shows university student village officials'thinking, living and working conditions, as well as their active roles in the new countryside construction. Finally, the writer makes an in-depth analysis of the problems and reasons in training and using of university student village officials. And also puts forward recommendations to address these issues based on human resource management theory. These recommendations include: to establish a sound scientific "university student village official" selection system, to make efforts to resolve the plight of university students in his capacity as village official, to enhance university student village officials'pre-service training and continuing education, to help university student village officials do a good job planning, to establish and improve university student village officials'incentive and restraint mechanisms, to improve the policy support mechanisms, and so on.As the university student village official work goes further, people know the work much more, which makes higher demands to the training and using of university student village officials. Although this article finds theoretical basis for how to cultivate and use the university student village officials from a perspective, it does not address problems with sufficiently detailed and specific, targeted policy improving measures. And this aspect needs to be studied further.
