The Research On The Cooperation Of The Governing Regional Public Affairs Between The Local Governments

With the central and local governments'the vertical power structure adjustment, the Chinese regional economy vigorous development and the market-oriented economy system perfecting, autonomy of local governments grows, the horizontal relations between the local governments have been developed greatly. In the horizontal relationship development process, a large number of regional public affairs and public issues which are crossing one single administrative division have been aroused. Due to external characteristics of the regional public affairs, the high cost of third-party involvement and the failure of local government handling public affairs, it is necessary that the local governments strengthen cooperation in governing regional public affairs, which can avoid the tragedy of the commons and the free rider phenomenon, and effectively solve the regional public affairs.Considering 5 respects of the basic concept, the causes, cooperation characteristics and types, and theoretic basis, this thesis analysis, systematically and comprehensively, general theory of cooperation in governing regional public affairs. On this basis, this thesis deeply dissects the problems on governance idea, field, form, organization and system construction of the local governments governing the regional public affairs jointly, and analysis the reasons from 5 aspects of ideas, profit, law, system and framework. Learning from advanced foreign experience in cooperating governance region public affairs in USA and Japan, using deliberative democracy and governance theories, considering ideas, law, system construction, cooperative mechanism and system environment, this thesis systematically put forward the strategy of Chinese local governments'cooperation governance regional public affairs.
