Since the industrial revolution, human emissions of greenhouse gases lead to warming. Climate change has become the human major social problem demanding prompt solution. Global warming will cause rising sea levels, glaciers, permafrost melting and lakes water level dropped, and so on. Global warming caused by a serious threat to human survival, droughts and floods, tsunamis, typhoons and other extreme weather occurs more frequently. Carbon dioxide emissions in China over the United States ranked first in the world, and China's vast population, low level of economic development, ecological environment is fragile, are the most vulnerable to the adverse effects of global warming, one of the countries. In order to global warming to minimize the harm our country and strengthen the legislative imperative to global warming.China in response to global warming there are many inadequacies in legislation, mainly: there are loopholes in the legislative system, the lack of specific operational system, the punishment for some offenses are less serious. People's awareness of global warming crisis is not strong, relevant departments of the lack of rule of law concept. Response to global warming is urgent to develop methods to address climate change. This paper presents our response to global warming legal measures: first, the "Constitution" established in the thinking of global warming legislation: the scientific development concept. Second, revise the existing climate change related specifications. Finally, the development of a response to global warming, climate change law. Britain, the United States and other developed countries to address climate change in the development of law has advanced legislative experience, combined with this paper based on the situation of our country, learn from foreign advanced experience, propose to develop climate change mitigation technology development transfer system, the establishment of independent regulatory bodies regulatory system and other specific legal measures.
