As a burgeoning form of social organizations, non-governmental organizations (NGOs) are drawing more and more countries'attention and recognition for their contribution to the social public domain.The policy of reform and opening up has witnessed the rapid development of the NGOs of our country, whose state of development, however, is not satisfactory enough. Our country has lagged far behind in relevant legislation which has caused the unbalanced development of the NGOs, whose rights of autonomy and administration are liable to suffer from infringement. Therefore, it is of great importance to probe deeper into the legal system for the NGOs.Research approaches including analytical studies of documents and the comparative analysis are applied to the research on the legal system for the NGOs for its consummation.First of all, the concept of the NGOs and their value of restricting the public power are briefly illuminated, and their value is pointed out as the inevitable requirement for developing the market economy and the prerequisite to fostering the civil society of our country.Secondly, the reasons for the problems existing in the NGOs are analyzed as a result of the imperfect legal system, the high requirements for establishing the NGOs and the deficiency in the supervisory & managerial mechanism and in the legal system.By comparing the legal systems of foreign developed countries, we could locate the gap between our country's NGOs and the foreign ones in this aspect.Lastly, on the basis of using the legal systems for foreign countries'NGOs as a source of reference, some counter-measures and suggestions about how to consummate the legal system for the NGOs and the supervisory & managerial mechanism, to lower the threshold of establishing the NGOs and to perfect the legal system of tax revenue are put forward for the healthy development of the NGOs of our country.
