Studies On The Institutional Construction Of Chinese Public Service Government

Since 1970s, along with the rapid development of international economy and the process of globalization, the domestic and international competition becomes more and more fierce. In such a competitive world, the role of the government has essential influence on a country's development, therefore, a lot of countries in the west have proposed establishing service oriented government's goal in order to adapt to the challenge of globalization. Under this situation, Chinese government is changing its role from regulation government to public service government and considered it as the direction of our government's development in future. In order to achieve this goal, the studies on institutional construction of public service government become necessary, because institution is the guarantee of behavior.From the institutional construction of public service government, the thesis analyzed different comprehensions of different scholars on the meaning of public service government, understood its conception, its mode and its behavior styles. With the help of the western theories, the national theories have been enriched, such as theory of public service government, theory of legislation of administration procedure and so on. Introducing the theoretical basis, realistic basis and contents of Chinese public service government's institutional construction, the thesis analyzed the necessity and the way of Chinese public service government's institutional construction in order to help our government to achieve its goal much faster and serve the masses much better.With the methods of document summary and comparative analysis, the thesis analyzed the institutional construction of Chinese public service government comprehensively and proposed the way how to construct the institutions of public service government. The thesis is divided into four parts except the exordium. The first part introduced theory basis and their functions on institutional construction. Two theories are included, the theory of new public service and the theory of institutional change. The second part introduced realistic basis, including the function of institutional construction in the process of building public service government and the status of government's institutions. The third part introduced basic principle and value tendency. The fourth part, the focus of the thesis, proposed the way to construct the institutions of public service government in detail.
