Research Of The Construction Of Service-oriented Government Of Township After The Era Of Agricultural Taxes

After the abolition of agricultural taxes, governments at all levels, particularly the functions of government at the local grass-roots have changed fundamentally. The township government is the China's most grass-roots government, facing the broad masses of farmers and rural areas directly. Under the new situation, how to promote the township government's restructuring and how to meet the majority of farmers on the needs of social management and public service is a major issue to us. Therefore, it is so pressing to transform the government's functions and to construct the service-oriented government of township. This paper is divided into four parts. The first part is about the introduction of service-oriented government of township. On the basis of this paper about the literature's review, introduced the methods of research and the innovations. Explain the purpose and significance of writing this paper. The second part is about the summarization of the service-oriented government of township. Demonstrate the existence of the township government and the legal status of legitimacy fully. On the basis of this, Introduced the connotation of the service-oriented government of township and the situation which the township governments is facing, expounded the theoretical basis of service-oriented government of township--- New public service theory and serving for the public theory. The third part analyzed the status quo of the service-oriented government of township. Summarize the two models -the mode of Jiangsu & Zhejiang and the model of central and western. On the basis of this, analyze the main problems and the causes of the current China's township government. The fourth part is about the policy proposals and ideas of constructing the serving type government of towns.
