Studies Of The Social Risk Management In Liaoning's Revitalization

Risk globalization and social transformation are two big challenges for revitalization in Liaoning which have made Liaoning face to the dilemma from industrialization and urbanization, as well as the threaten of the spread of global risk. The complex environment is also a challenge for the ability of governmental risk management. Especially in recent years, SARS crisis, AvianInfluenza, water crisis in Taihu, PX crisis in Xiamen and other unexpected public events have proved the befall of risk society again and again, which has bring forward a task for the ability of governmental risk management. How to break through the limitations of traditional crisis management and bring the risk management into governmental daily work, thereby increase the social risk consciousness and integrate the power of government and the people to face the test of risk society are problems we are trying to deal with.This article includes five parts. They are abilities of information management, risk analysis and evaluation, risk surveillance, risk precaution, risk pre-control, dealing with emergency and summarizing from the events, analyzes the actuality of risk management in Liaoning province, give out the criterion system to analyze the ability of Liaoning's risk management.The sixth part summarizes the risk management experiences of foreign countries and other big cities in China, gives the goal and principles of risk management in Liaoning province, puts forward seven measures from public financial, human resource, skill, resource organization, law and city plan perspective.At last, the conclusion generalizes this article's achievement and discuss the next orientation in the field.
