With the rapidly-changing development of economy and society, our nation speeds up the construction of Well-off Society. The establishment and development of socialistic market economy has promoted people's living standards, social opening-up,and citizens' awareness of law and right, which requires more high-quality public products and services. As a result, we must continually improve the governmental department's operation efficiency and quality of service. In our nation's governmental department at all levels, it is the civil servants who undertake the responsibilities of decision-making, dictating, organizing, coordinating, and serving. To perfect motivating mechanism for civil servants is the precondition of improving the government's operation efficiency.Since the implementation of Nation's Civil Servant System, although our governments are successful in the management of the civil servant body, there still be many problems to solve as soon as possible. One-sided emphasises on the spirit of inspiration and moral quality is low, civil servants are lack of competition, and the punish disciplines are gentle and supervision are not in place, all of those are the focuses of complaints coming from the general public, which need to be solved by effective measures. In this paper combines with the features of China's civil service and China's national conditions, and discusses the incentive countermeasures to perfect China's civil service which based on an incentive model from the essence of incentives.In this paper, the main content as follows:(1) Relevant theory and literatures research. Introduce the related theory of civil servants incentive—the theory of human nature assumption and the principal-agent theory, introduces several classical incentive theories, and analyzes and summarizes the related research results.(2) Compare the incentive mode of domestic and international civil servants. And compare the incentive mode of international civil servants with the incentive mode of civil servants; draw some inspirations from the incentive mode of foreign civil servants.(3) The problem exists in the China's civil service system. Analysis the current civil service incentive system, and concludes the problem of our civil service system incentive systems. (4) Improve the incentive countermeasure of civil servants. To found the incentive model based on the incentive theory, to sum up and solve the problem of China's civil service system by analysising the model.(5) By studying the China Merchant's specific case in some cities, which test the feasibility of proposed countermeasures.
