Nowadays, the absence of government credit has become a ruling problem that worries many countries, our country is not an exception. In some areas, the phenomena that government breaks its word to people are thoroughly outstanding, they're intently reflecting in the following aspects, such as government abusing country's policy and the duty of administrative management, civil servants ignoring administrative professional morals, surreptitious operation in government behaviors and official corruption. Today, with economic globalization gradually penetrating, especially in the period of developing and perfecting socialist market economy, these behaviors are really disadvantageous. Therefore, at present, intensifying research into the problem of government credit, not only can deepen the recognition of this problem in theoretical level, but also has essential significance in constructing favorable credit environment, promoting the construction of credit system of government and even the whole society.This paper mainly adopts theory research method and layouts according to the thread that introduces problem, analyzes problem and solve problem. Author firstly collects and classifies the research achievements of government credit problem made by academe in-home and abroad in the recent years, in order to form the elementary recognition of the problem. Secondly, on the basis of integrating predecessors'opinions, definites the rather controversial connotation of government credit. Following, in allusion to several representation of government credit absence, analyzes the reasons leading to the absence of government credit. For instance, the ignorance of credit consciousness in administration notion, not scientific and reasonable in government decision-making, overdoing, omission and shortage in government's function, asymmetric information between government and public,exparte guide of evaluation mechanism and weakness of supervision and restriction mechanism. Eventually, learns from successful experience concerning administration of good faith in some developed countries, then, according to China's reality suggests the paths that reconstruct government credit, include improving credit consciousness of civil servant, restricting activity space of government credit strictly, carrying out the system of government information publicity vigorously, perfecting supervision and restraint mechanism of government credit, intensifying construction of government policy credit and enhancing credit competence of government. In addition, the paper also generalizes advantages and disadvantages in government credit construction briefly, demonstrates the trend of government credit and then consequently validates the philosophy principle that the development of things is the unification of advance and complication.
