Chinese Communist Party accumulated rich ruling resources and formed their own system of government during the ruling in the long period of revolutionary practice. Chinese Communist Party's ruling resources in Tibet plays an very important role in the whole ruling resources of China. Tibet is located in the southwest of the China with unique natural environment and historical conditions, whose strategic position is very important. Whether Chinese Communist Party can accumulate abundant ruling resources or not only relate to CPC's power foundation and power position, but also connect with unity and security of China. The Chinese Communist Party experiences a complicated and tortuous process in Tibet with the Communist Party of China led the Tibetan people of all nationalities to carry out revolution and construction course.During Tibet's democratic revolution period, the Chinese Communist Party liberated Tibet peacefully and led the Tibetan people carry out democratic reform to overthrow the feudal serf system and realized initial development of ruling resources in Tibet.
