Performance assessment is one of the core state civil service management functions, it is important for reforming and perfecting the institution of civil service, improving the overall quality of civil servants, ensuring the efficient coordination of government operations. In recent years, it has made great achievements in building the civil service, and it also has some positive exploration in the civil service examination system. However, in the view of practical assessment, it is still not wholly satisfactory, there are some defects in the forms of scientific evaluation, objectivity of assessment indicators, the results of the practical examination, it is difficult to adapt to the actual needs of the Civil Service Management Assessment. Therefore, the only way of getting a scientific and realistic assessment results is to perfect the appraisal system combining the reality of the Civil Service in the guidance of scientific technologies and methods.In this paper, the topic object is the construction of civil service performance assessment system in Qingdao development zone, and it is based on the field research about the current situation of civil service performance evaluation, in the guidance of New public management theory, Competence theory and Balanced Scorecard. It designs a performance evaluation index system which meet the actual needs and characteristics of civil service job in this area, gives out the weights, divides the level of assessment and develops a specific implementation plan. First of all, through job analysis, it classifies different evaluation objects, uses structured interviews and job analysis to establish key performance indicators and the preparation of the questionnaire; it conduct large-scale empirical research on the basis of questionnaire pre-test; With factor analysis, and based on reliability and validity, it establish evaluation index system and observation items of different jobs; Second, by the way of scoring by experts, according to the administrator job classification ,it uses Analytical Hierarchy Process (AHP) to set the index weights, and divide the performance score grading standards; Finally, it uses the constructed evaluation index system, weight settings and grading standards, combining the specific and actual situation of Qingdao Zone Official Performance, drew out the official performance method which is based on the 360 degree evaluation, clear the performance appraisal implementation procedures and the feedback and using of assessment results.
