"Uncompleted-right houses" have been becoming the focus of discussion in recent years. "uncompleted-right houses" is not a legal concept, but just can be classified as a social title. They are built on the rural collective land but sold to urban residents. This form of houses involves social, economic, legal and other aspects'nerve, becoming a kind of contemporary problems.The preamble of this paper first analyzes the origin and research significance of the "uncompleted-right houses". The text is divided into four parts. The first part of the "uncompleted-right houses" is definition, background, developments and other basic information for presentations, analysis to pave the way for the dissertation of the text. It is the main part to ask questions and analyze the problem; The second part is to seize the existing relevant legal system, analyze the current situation of "uncompleted-right houses", as well as analysis of existing legal system to handle the problems of "uncompleted-right houses", focusing on analysis of "uncompleted-right houses" of the real problem; The third part is through the analysis of "uncompleted-right houses" of interests of factors, including social systems, economic benefits, legal structures, propose solutions to explore the method to build the legal system of "uncompleted-right houses".
