Employment Employment is the top priority in people's life. The issue of employment is a significant topic in the whole world. In China, population is large and the country is it the period of rapid development of industrialization and urbanization. Thus large amount of superfluous labor forces have rushed into the cities. Moreover, laid-off workers as the result of industrial structure adjustment and system reform require employment and reemployment, imposing great stress upon employment and settlement work in governments at all levels. The financial crisis occurring in American and soon extended to the whole world in 2008 has been a great impinge upon Chinese economy. Export business slumped and medium and small enterprises fared hardly, aggravating the hardship of employment.As research into foreign non-profit organizations deepens, further awareness and understanding are attained about structure and function of non-profiting organizations as well as their relationship with government and market. There are still large amount of unemployed in western developed countries. In the communities of western developed countries, function of non-profiting organizations has received more and more attention. Their employed population accounts for 5% of the non-agricultural employed population and 10% of service industry population. Experiences of western countries are worth learning. In current employment and settlement work in China, not only labor employment will be developed through market cultivation and industrial development, but also special way will be innovated to exert leading role of the government, so as to solve the problem of employment. On the one hand, with government leading, relatively effective and rapid mode of settlement and employment is to utilize public resource, develop para-public products and create public-good, service-oriented or agency employment posts. The feature defines non-profiting nature of these posts. On the other hand, though it is not aimed at profit, necessary labor service charge, agent fee, operation management fee, etc. must be collected through business operation, so as to offer material foundation for a sound development. Such feature then decides that these posts are more suitable for market-based operation as economic entities, so as to reduce cost and improve efficiency. Based on urban communities, various non-profit economic entities are launched under leadership of the government. Thus superfluous labor forces of the community can be assimilated locally. Meanwhile, community service can be improved, so maintain community stability.
