Entering the new century, the development of Tianjin's economy and society has become better and faster. Being the core area of Tianjin's downtown, Heping district has acquired many great achievements almost in all aspects. The management of civil servant has also leaped into the front ranks of Tianjin over a long period of time. But facing the new situation, how the team of civil servant complete the new transformation and new development is a new subject. The problems which do not meet the need of development must be concerned. Therefore, to establish the efficient civil servant management model which in accordance with Heping district's future orientation is an urgent problem needed to solve.Focus on solving the practical problems, the author combining the practices and experiences in the work of civil servant management for many years, using modern human resource management concepts and tools, carried on deep thinking to the civil servant management of Heping district. Firstly, this paper introduced the evolution of Chinese civil servant system, the significance and institutional innovation of"Civil Servants Act of the People's Republic of China", compared the differences between Chinese and foreign civil servant systems. Then, briefly introduced the economic and social development and the future development plan of Heping district, and, got a quantitative analysis of the team of civil servant of Heping district. According to"Civil Servant Act"and relevant laws and regulations, closely connected with the regional features and the future orientation of Heping district, using SWOT analysis, through internal and external environment analysis, clearly defined the strengths, weaknesses, opportunities and threats of civil servant management of Heping district.On this basis, taken the strategic choice of make best use of the advantages and bypass the disadvantages, uphold the innovative, forward-looking, open, scientific, practical principles, the author designed the"11335"civil servant management model of Heping district. The new model is to promote a spirit, to cultivate a culture, to concern with three key passes, to improve three systems, and to enhance five skills. Finally, expanded four measures to be taken in order to safeguard the new model implement normally.
