Mass work, is the fine tradition by which CPC led the people's armed forces to seize power and found PRC, and it is also the political advantage through which CPC leads the people of all nationalities to build a socialist well-off society.During the special stage of earthquake relief and reconstruction, mass work of grass roots Party organizations is provided with new demands, new content and methods. Based on complexity, difficulty and uniqueness of the mass work during the specific reconstruction period, this thesis focuses on the people's livelihood, reconstruction and development from the perspective of uniting, leading and serving the mass well to carry on the research and discussion.The thesis is divided into five parts: the people, meaning and function of the mass work; in the content of mass work during the post-disaster reconstruction; disaster situation in An County and its characteristics; the demand of mass work during the post-disaster reconstruction; the way people and fundamental way of post-disaster reconstruction work.The first part elaborates the masses, meaning and function of the mass work. The writer summarizes the functions of the mass work from four aspects: First, to concentrate people's wisdom and improve decision-making mechanism; Second, to resolve various conflicts and solve practical problems; Third, to summarize the mass experience and promote advanced methods; Four, to promote scientific development and build a harmonious society.The second part summarizes the six aspects of mass work during the special period of reconstruction after disasters: to study seriously the mass, to organize people actively, to propagandize widely for mass, to train people vigorously, to help mass passionately, guide the mass correctly, giving the mass work new content.The third part introduces situation of the disaster and its characteristics in An County from seven aspects.And puts forward four requirements for the mass work during the post-disaster reconstruction: First, to connect with the masses closely and establish the view of the masses from Marxism; Second, to be realistic and solve the production problems of masses. (by arranging disaster victims properly and accelerating the pace of reconstruction); third, to strengthen the supervision of reconstruction funds and materials, serving the masses honestly; fourth, to construct the network for mass work, establish and improve long-term service mechanism.The fourth part combines the actual situation of An County to stress its practical role and discusses the fundamental aspects of mass work from the seven aspects like grasping the focus, strengthening propaganda, broadening the appeal channels, adjusting measures to local conditions, gaining all kinds of policy, finding reconstruction supporters actively and so on.
