Given the externality and instability of the primary products which could lead to market failure, governance is needed. With the entry to WTO and the establishment of China-ASEAN free trade zone, China has ushered in a new era of its economic opening up, which have also posed new requirements on our governance.Since the World War II, almost all countries participated in international trade have intervened and influenced the trade activities. Through powerful governance, especially those countries with developed markets have enjoyed a constant increase in primary products trade. As an important province of primary products trade, Guangdong is of great significance in promoting the primary products'international competitive strength of China. However, in recent years, Guangdong's competitiveness in international primary products market has been undercut by high prices, low safety and quality, insufficient development of farmers'specialized cooperative economic organizations and other reasons. These problems can only be solved through governance for they hinge on inherent features of primary products and macro international trade environment.Based on researches both home and aboard, this paper analyzes and evaluates systematically the current international competitive strength of Guangdong by linking theory with practice, using qualitative and quantitative methods and combining static and dynamic analysis. Four major problems in the governance are concluded: 1. Ineffective supervision of primary products'safety and quality; 2. insufficient support for enterprises; 3. inadequate development of farmers'specialized cooperative economic organization; 4. lack of investment in agricultural science and technology and flawed scientific innovation system. This paper also proposes concrete measures to promote the primary products'international competitiveness of Guangdong via referring to foreign experience: first, increase investment in agricultural science and technology; second, strengthen farmers'specialized cooperative economic organization; third, establish and improve the supervisory system of primary products'quality and safety; fourth, increase support for the primary products processing enterprises.
