At present, in most western developed countries criminal economics has been widely used to study the problem of crime and preventing crime. Cost and income theory of criminal economics is a very important analytical tool when we use the means of economic analysis to study the cause of crime and search for strategies to prevent and reduce crime. In the view of economics, man is an economic man, who has the characteristics of being rational and seeking for profit. Everything he pursues is to maximize their interests. That is, he will choose the greatest benefits based on the premise that he pays little or even nothing. This assumption of economic man is the premise of the theory of cost and income of crime. The cost of crime refers to what the criminal pays for his crime, which includes the direct cost, the opportunity cost and punishment cost. The income of crime is the moral and material satisfaction which the criminal gets by implementing criminal activities. The core content of the cost and income theory is that criminals'being engaged in criminal is a process of willing selection and a result of rational selection after a trade-off between advantages and disadvantages. So he has to fully and rationally consider the cost and income of his crime before he implements the crime. When the income is greater than the actual cost that he will pay, he will choose to implement the crime, or he will give it up. From the analysis above we conclude that the premise is that the crime is an intended, premeditated and deliberate one when we use the cost and income theory to analyze the cause of crime and to seek for the measures of preventing crime.Bribery is the outstanding feature of trading public power for personal interests. Bribery criminals will decide whether they implement bribery or not after their well-considered trade-off between advantages and disadvantages. It is an obvious process of willing selection. So it is a deliberate crime with a premeditated and rational selection. Our government has been cracking down on bribery, but the rate of bribery crime is still high. In this case, our government presented punitive and preventive measures, focusing on prevention, strengthened the construction of preventing the bribery. And in 2007, the National Bureau of Corruption Prevention was established. Many academics are also dedicated to exploring the area of preventing crime, surely including bribery crime, and get good results. The theoretical views about preventing bribery crime many experts and scholars put forward in their monograghs and the practice about preventing bribery crime in the other countries and regions in the world have proved that using the theory of cost and income of crime to analysis the causes of bribery crime, increasing the cost and the risk of bribery crime and reducing its income are effective in preventing and reducing bribery crime.
