| The training of Municipal leading cadres is an important method for the local municipal leading cadres to raise their theoretical attainment, ideological cultivation, professional ability and know-how, thus, building a contingent of high-calibre leading cardres. From the angle of public administration & service, human resource management in public sector and pubilc policy science, it is of great guiding significance and practical value to study the function of the training of municipal leading cadres to the efficiency, efficacy and effect of the local government administration.Firstly, the article summed up the theories of learning sociaty and human capital in the training of municipal leading cadres on the basis of elaborating and analyzing the training of leading cadres and the concept definition of the training of municipal leading cadres. Secondly, it summorized the current situation in value of importance, work system and working mechanism on the training of municipal leading cadres, at the meantime, analized the existing problems in thought, managerial system and training result of the training of municipal leading cadres. Lastly, the direct answers were given to the existing problems to build five concepts of human capital, people oriented, permanent education, education for all-round development and training benefit in thought innovation; to embody the principle of people oriented and training according to the needs by innovation of training content, designing of "1+3+2" pattern to meet the municipal leading cadre's training needs in three different layers of strategy, organization and personal progress; to realize the innovation of work mode in municipal leading cadre's training by "three combinations and three extensions"; and to build a long-term machenism for the municipal leading cadre's training work so as to promote the systematization, standardization and scientization of the leading cadre training work.
