On The Crime Of International Terrorism And Its Legal Regulation

The"9·11"Terrorist Attacks of 2001 in U.S. indicated that international terrorist crime has become an important factor that seriously baffled world peace and security and a major issue that puzzled international activities of international community. Thus, preventing and combating criminal activities of international terrorism has become a common understanding and an urgent task of China and other countries. The definition of international terrorism crime, research of the origin and developing trend of international terrorism crime and solution of effectively preventing international terrorism crime are major issues we currently encounter. This paper attempts to analyze international terrorism crime from point view of law. From the point of international law and internal law, the paper discusses the legislation of international convention and internal law about international terrorism crimes. Furthermore, on the basis of comparing relevant United Nation conventions with Anti-international terrorism crime laws and internal laws, constructive suggestions on how to prevent international terrorism crime are raised.This paper includes four parts in all. The first part is about the generality of international terrorism crime, which sets definition of concept, constitution of elements of international terrorism crime. The second part introduces present situation and developing trend of international terrorism crime. The third part discusses the internal legislation status and shortage of international terrorism crime and suggestions of improve the internal legal system. The forth part discusses the international legislation status and shortage of international terrorism crime and suggestions of improve the international legal system.
