Research On Problems Of Citizen Participation In Local Government Performance Measurement

Evaluation of governments' performance which grows up of the last century and continues to develop comes from the 80's. From the early 90s of the 20th century, some Chinese local governments began to reform and innovate on the basis of their actual situation. They imported the Western governments'successful experience of performance evaluation, and began to practice of government performance measure. China in 2005, the government work reported "work to establish a scientific performance evaluation system," in the first time. However, the system of China's government performance measure is not perfect, the subject of evaluation is too single, so the result can not play very good and effective role of government behavior, motivation, and predict. How to improve government performance assessment of the situation has become the focus of the study. Citizens as a government public administration and public services have a best qualified to speak on the government management and service which are good or bad; therefore, citizen participation in government performance evaluation is help of the accuracy and validity in the assessment results.This essay researched the performance evaluation of local government issues of citizen participation. By analyzing the current practice of performance evaluation and effectiveness, we found Citizen Participation in local government is too passive, the participation information is not transparent, and the citizen participation is "formalism", related systems are lacked of norms and roles involved in the limited scope of a single and other series of questions. And point out the values of the evaluation is deleted; the evaluation system is arbitrariness, the government information technology limited, the high cost and other problems are the main reason. according to the successful experience of other countries, we found raise the training capacity of public participation and awareness, improve citizen participation in local government performance assessment of the legal system, laws and regulations, to develop e-government, strengthen the public information, and improve citizen participation in performance evaluation procedures and other series of measures to solute the problem of Citizen Participation in Local Government Performance Measurement.
