The Governing Mode Of The Chinese Local Government In The Old-age Society

The coming of the old-age society brings about new administrative ecology as well as new role, administrative methods and tools, new policy strategy to the local government. There are two main parts in the new administrative ecology:one is the change of public demands structure; the other is the change of elements market (for example, the decrease of the labor recourse), the change of social burden, the rising of new market and social organizations. In response to the changes, there must be there level of adjustment by the local government:firstly, reviewing its function and role, adjusting the administrative method; secondly, understanding the influence of old-age society to the public policy so as to adjust it properly; thirdly, adjusting the administrative methods and tools. The existing research focused on the level of public policy, not the administrative methods and tools, new policy strategy to the local government in the old-age society. This paper focus on the administrative methods and tools, new policy strategy to the local government in the old-age society after the analysis of the example of Beijing, Shanghai, Tianjin and Chongqing through the method of literature reading, data anglicizing and comparative research.
