As the cornerstone of the state power, township government is the basis of the work of the party and the government which is playing an important role on political, economic and social undertakings in the development of rural areas. On the one hand, township government has the right to represent the country to develop rural economic, social and cultural undertakings to exercise effective governance; on the other hand, it also bears the responsibility and obligation to guide, coordinate and to assist the township and village self-government as well as other rural society organizations. To study the construction of township government is related to the party and state policy implementation in rural areas, to rural economic and social development, and to social stability and harmony. To study the construction of township government in such less economically developed, resources scared, transportation limited and cultural backward ethnic minority areas is particularly necessary. Because of less empirical research, not enough practice targeted prominent, and few studies on the characteristics of regime construction in rural ethnic minority areas, this paper intends to study Enshi township government building to fill the gaps.Enshi Tujia and Miao Autonomous Prefecture has its particularity. It is the youngest minority autonomous prefecture, which is also the only minority autonomous prefecture in Hubei Province and enjoys China's Western Development Policy. This paper focuses to analyze the problems of the Enshi Tujia and Miao Autonomous Prefecture in the construction of township government from three aspects: such as the township government organizations, local minority status and the development of township staffs in order to develop the area.This article consists of five parts:The first part is the introduction which focuses on the background, significance, related researches, the logical structure of this article and research methods.Part II outlines the theory of township government building, including its definition, setting, characters, status and their current progress in theoretical research.The third part outlines the functions and characteristics of township government in minority nationalities in China, which leads to the township government of Enshi Tujia and Miao Autonomous Prefecture.The fourth part is the focus of this article. It analyzes the reasons for problems of township government building of Enshi Tujia and Miao Autonomous Prefecture, which is affected by many factors. This section focuses on three aspects, including the township government organizations, local minority status and the quality of personnel in the development in isolation.Part V is how to strengthen the township government of Enshi Tujia and Miao Autonomous Prefecture. This part meets the requirements of the development of local economy and society, and it also addresses the aforementioned issues.Part VI is the conclusion. The article summarizes and points out the deficiencies and future endeavors.This study has enriched the political power of rural ethnic minority areas of content. For future research, there will be some reference. At the same time, this study has some practical significance for policy-making government departments and relevant agencies to provide some advice and information.
