In a number of economically active provinces and municipalities, with industrial clusters entering the Chinese people's economic life, the concept of clustering has become a matter which governments and corporations have to think about. In Guangdong, Zhejiang, Fujian, Jiangsu and other provinces where the population density is high, and natural resources are low, the rapid economic growth are all associated with industrial clusters. Now, we can see the embryonic form of the sports industry cluster in Jinjiang City. Industrial clusters will reduce transaction costs, increase efficiency and improve the incentives, create information, specialize the collective wealth (such as systems and fame). And the more important is that the cluster can improve the conditions for innovation and accelerate the growth of productivity. All these are conducive to new business formation. Therefore, this paper's objective is to study the formation of Shanghai sports industry clusters and the way of making use of Shanghai's geographical advantage and other advantages, aiming at promoting the economic development of Shanghai sports industry.In this paper, we pay attention on the impact of location advantages on the development of Shanghai sports industry cluster. We ask enrollments filled the questionnaire we have designed. And then we use mathematical statistics to study the development status of Shanghai sports industry and related elements. The following is conclusions: Conclusions:(1) The regional advantages of Shanghai sports industry clusters include geographical location, Human resources, and the sports industry environment. In three of them, the most influential ingredient is geographical location.(2) Location advantages have three dimensions and 12 indexes. The three dimensions are geographical location, Human resources, and the sports industry environment. Geographical location advantages include the relatively higher total GDP of the region, the larger financial investment of local sports sector, the promoting role of major events (such as the Beijing Olympic Games), the wide regional terrain, convenient transportation and advanced telecommunications, perfect sports and related hardware facilities (fitness equipment, venues, etc.); Human resources advantages include a certain number of professional athletes and coaches, sufficient sports reserve specialized personnel training; Sports industry environmental advantages include considerable local sports industry economic benefits, a wide range of financing channels for enterprises, a relatively large number of specialized sport management personnel, experienced local sports entrepreneurial, locally owned traditional sports culture.(3) Among the large number of location advantages that influence the formation of the sports industry cluster, the four most influential elements are paying attention on specialized personnel training; higher total GDP of the region, having a number of professional athletes and coaches, developed communication and convenient transportation.(4) Improve the method of human resources training and introduction. That will play a crucial role in gathering sports enterprises. The research indicates that the elements of location advantages played an important role in the formation of Shanghai sports industry cluster. According to various elements' characteristics and the development status, we put forward some suggestions as the following: Suggestions: (1) Accelerate the building of Shanghai sports industry cluster. The development of Shanghai sports market is very well, and the degree of concentration is also very high. Shanghai also has a lot of experiences in hosting international sports events, which serves as a very good model to other cities. The approach of agglomeration is effective, and the other cities will follow Shanghai.(2) Promote the construction of the sports industry qualified personnel and build a diversified model of personnel training.(3) Cultivate the sports consumer market, including the future sports consumer groups, guide residents to a new accurate concept of sports consumption, in order to promote the formation of the sports market supply and demand relationship. Ultimately, guide the accumulation of sports enterprises.
