The higher education is fundamental mode and way of knowledge dissemination. Only can the university teaching staff be managed well, then can the students be educated effectively. The university takes heavy responsibility of fostering talent and scientific innovation, therefore, university teaching staff management as main part of internal management appears more important. But because of our country long-term plan economy's influence, the pattern of university teaching staff management is being in the transition period, and management idea, way and specialized level falls behind relatively. The university only then unifies own actual situation, innovates pattern of teaching staff management, develops the teacher human resources to maximum limited extend, constructs a high quality and level teachers troop, it can then be in an impregnable position in the market economy competition.By the qualitative and quanfitofive methods uniting this article used the methods of literature law, survey procedure, comparison test and so on. As present research situation of the domestic university teaching staff management first, it took some university as the example, and described survey and present situation of teaching staff management, and pointed out the result of teaching staff management reform, especially forecast declaration system and school third-level appraisal system in specialized technology duty evaluation, and pointed out the existence question simultaneously, and put forward several proposals target-oriented finally.
