Since the globalization has expanded into many industries, English as an international language has attracted more and more attention. It affects and is employed widely in many aspects of people's daily life. Therefore, communicative competence, especially English spoken skill, plays an important role more than just linguistic structure. According to this phenomenon, a hypothesis was asserted that English learners should assume positive attitude towards speaking English and have a high participation ratio in oral English class. To examine it, total 110 students from three different departments of the Bengang Institute of Technology were chosen to complete a questionnaire. The results concluded are as following: (1) the participation ratio of the students in the classes was very low; (2) the students'motivation in oral classes was very high. Clearly, it is a contradiction between low participation and high motivation. Through the research of the questionnaire, it has discovered that traditionally educational mode in oral class and inappropriate methodologies employed by the teachers were the main courses of the contradiction. To investigate the ultimate reason, the study conducted both theoretical and practical analyses involved the students and teachers two parties in the oral class and concluded that teacher talk had a crucial effect upon the participation ratio and the motivation of the students in the classes. Accordingly, the study offered suggestion that only if appropriate teacher talk with proper methodology is employed in the oral class, the level of comprehension of the students can be matched and the quality of teaching in oral class will be improved.
