University is not only the gathering place for high-level personnel, but also the cradle and training base for the growth of high-level personnel, and it has a pivotal position and key role in the country's innovation system. To improve the quality of higher education and build a high-level university, the key is to build high-quality, professional corps of teachers. But because of a variety of reasons such as the history and reality, the development of local universities is relatively backward, and school characteristics are not obvious, especially in encouraging the teachers, there are many problems, which restricts the rapid development of education in local universities. How to face the practical problems of local universities, find out measures and methods which are conducive to the sustainable development of local universities, feasible, and easy to operate, and establish a structured, stable and comprehensive high-quality corps of teachers in order to achieve the feature-oriented development of local universities is an important issue looming. The main contents of the article include the following parts: the first part is the introduction which introduces the background and significance of the topic, the core concepts, domestic and foreign research review and research ideas and methods, etc; The second part expounds the basic theory of incentive mechanism and its role in the management of local university teachers; The third part analysises the demand characteristics of local university teachers, the achievements and problems in the incentive mechanism of local university teachers and the reasons for the problems; The fourth part analysises the problems in the construction of corps of teaches of X university, the achievements in the teacher incentive mechanism of X university and practice and experience in the implementation of teacher incentives of X university, taking X university teacher incentive mechanism for empirical research; The fifth part presents the principles and relevant countermeasures improving the local university teachers incentive mechanism.
