The paper selects one of the 10 Tibetan autonomous prefecture's as the basic education study in Gannan Tibetan autonomous prefecture. Although basic education in Gannan prefecture has achieved unprecedented development, has made remarkable achievements, greatly enhanced the scientific and cultural quality of the people for the Gannan's economic construction and social development, providing a number of high-quality workers and human resource, since reform and opening up policy. However, under the influence of poor natural conditions, a weak economic foundation and impact of various factors in Gannan, the basic education still has a long-term shortage of the total input of education funding, and underdeveloped infrastructure, weak teachers and other issues. Compared with other regions, the overall development of Gannan basic education is still relatively backward. Up to now, although the state has 6 counties completed the "two basics" goal. Educated population coverage reached improved greatly, but at present there are counties which have not yet been completed "two bases" crucial task, the is quite difficult.This paper combines the theory and practice persist, and uses qualitative and quantitative analysis methods, focusing on the status and problems of development of basic education in Gannan prefecture, analysising on the current development of Gannan basic education, and proposing for basic education in Gannan Prefecture of the proposed measures for further development. The paper describes the significance of the research papers and research purposes in the introduction part, and summarizes the state of education research status in Gannan. The first chapter describes the general situation of Gannan and the development history of Gannan basic education. The second part described basic education status, achievements and problems in basic education based on field survey. Third part analysis the restricting reasons from the concept of education, economic infrastructure, natural conditions, bilingual education and boarding schools in-deeply. The fourth part put forward their own proposals from the Education Investment, Education Law, changing concepts of education, teaching staff, boarding schools in the development of Gannan Tibetan Autonomous Prefecture and other areas of basic education development...
