The Academic Degrees Committee of the State Council and the ME (master of engineering) Council planed to develop Criteria (the Master of Engineering Professional Degree Criteria) to response to the scale expansion of ME, and provide quality assurance and engineering education regulated. With the effort of universities, enterprises and masters of engineering, the Criteria of chemical engineering, materials engineering, industrial engineering, electronical and communication engineering and control engineering has been put into practice in October of 2007.It's only three years since the Criteria had been implemented. There's still not a mature and regulated pattern, and it needs to revise. However, the Criteria obtains recognition of staffs engaged in education of ME who realize clearly about its function and think it's rational. The Criteria provides orientation for assessing of quality and cultivation of ME.There are some problems and difficulties in the Criteria's practice. The current requirements and international requirements should be outstanding in the Criteria. The specific cultivating and assessing consistent with the Criteria need to improve. Supervising and inspecting, commendation and punishment should be emphasized. It's difficult to say the Criteria's practice should be flexible or forcible. Some engineering programs are difficult to integrate into unified criteria. Double hierophants and students'professional practices in some engineering programs are difficult to effectuate. All these problems and difficulties have a negative impact on the practice of the Criteria.In order to implement the Criteria effectively, first we should realize that the Criteria is important and necessary, but it's not omnipotent. Second the Criteria should be integrated into the degree statute, then it's legal. Third the Criteria should be adjusted if necessary. Forth the cultivating and assessing consistent with the criteria should be consummated. Fifth the Criteria could be associating with the professional accreditation system. Sixth teachers with engineering experience are important, universities should attach importance to teachers' capability of solving engineering problems. Accreditation of Engineering Programs could be taken into account. But if it will be what persons want it be, it's affected by other factors, so it's still a long way to do it well.
