Educational quality is the eternal theme of the higher education. With the background of higher education popularization, it is a critical and practical problem concerned by all the universities and colleges that how to build a set of scientific and reasonable education quality monitoring and guarantee system and to improve teaching quality. The local university, as the subjection of local government, is also a vital part of higher education. The conflict between scale development and the quality improvement of local universities is increasingly prominent. Therefore, to build an interior monitoring system for local colleges is a great measure to dealing with teaching quality and it's a way to realize self-improvement, which has great theoretical and practical significance.This thesis studied the construction of teaching quality monitoring system in the local colleges In this thesis, the literature research method, comparative analysis and theoretical analysis, etc. were applied comprehensively. Meanwhile, this thesis analyzed the basic elements and principles of college interior teaching quality monitoring system and discussed the practice, effect and its present problems of local college construction of teaching quality monitoring system with the example of Qingdao Agricultural University's teaching quality monitoring system. Absorbing the experience and advanced ideas abroad in college teaching quality monitoring system, the framework of systematic scientific theory and higher education theory was built and the basic principles, leading thought and the operation mechanism were deeply analyzed. Based on this, the principles, guiding thought, framework and the operating mechanism in building up the inner teaching quality monitoring system of local universities are proposed through learning abroad in advanced ideas and experience. This study is of great significance to the construction of local colleges'teaching quality monitoring system in a scientific, reasonable and effective way.This thesis includes the following parts:The first part introduces the background of the study questions, purposes, significance, methodology and research ideas and literature review for this thesisThe second part analyzes the basic theoretical framework of teaching quality monitoring system, including the higher education quality values, systematic theories of college teaching quality monitoring, some critical beliefs, all-around teaching quality management theories. These principles and ideas offer scientific theoretical guidance for the construction of local college teaching quality monitoring system.The third part summarizes and analyzes the exploration and practice of teaching quality monitoring system construction in local University. Through analyzing the construction process and operating effect of teaching quality monitoring system in Qingdao Agricultural University, it mainly summarizes the problems in the practice of teaching quality monitoring system in local university and makes fundamental thoughts clear in building the interior teaching quality monitoring system in local university.The fourth part narrates the successful experience of America, Japan, German and British and the vital implications in building interior teaching quality monitoring system of local universities.The fifth part discusses the basic principles, leading thoughts in building the scientific and effective interior teaching quality monitoring system in local university and the fundamental framework and its operating mechanism are set up based on the systematic, scientific principles and relative theories.
