Talent resource is the first resource. As the knowledge economy era's coming, the competition between countries, regions and units turns to invisible assets such as knowledge, skills and innovations from materiality products. And those people who own these knowledge and skills become vital factors in competition. From the point of view of our country's area's development, every government can achieve the best combination between talent resource and physical resources no other than best design and use the talents. Talent flow is external and internal requirement of market economy. As the socialism's market economy become much better, market-oriented mechanism turn into the important basic method for configuring the talent resource. As talent resource's personification, talents present itself as the main body of talent market-oriented flowing.This flow aims at the best combination between the human resources and material resources, and the achievement multifarious demands of the main body. Based on the analysis of the reason for talent flow, every government and every personnel section of Tibet should exert themselves to construct and optimize the local talent environment in the aspect of region talent competition. Based on this policy"well use the in existence talent and level off the vital talent", they should attract exotic talent much better and decrease the loss of local talent. And solve the main conflict well in marketability mechanism of talent environment, drop off various hold back factors in talent flow, also resort systematical measure to ensure it functions normative and effective, finally accelerate Tibetan area's talent configuration more scientific and reasonable.The first chapter depicts backgrounds, significance and technique of this thesis, and summarized about the literatures on Tibet talent flow. The second chapter produces correlative conception and basic theory about the flow of the talent. The third chapter analyses main characters and the evaluations about value on the flow of talent in Tibet. The fourth chapter deeply anatomizes the problems and phenomenon on the flow of talent in Tibet Autonomy Region, which caused by the influence of idea, system, mechanism, and so on. This chapter also expatiate the reason of these problems and the results if these can't be solved.Through discussion about the above chapters, the fifth chapter proposes the author's a series of strategies, ideas and suggestions on the flow of talents aiming at the reasonable flow of talents, and striving for greater contribution to the economic and social development of Tibet. The last chapter sums up the whole thesis completely and systematically.
