With the guradualy advancement and thorough of technology and education stratege and local university mamagement reform, it's already became an urgent duty to establish the local university management system which satisfies and promotes our country's higher education enterprise and the entire social modernization enterprise,Therefore, we must fully grasp the main content of the local university management system, a profound understanding of the main purpose on local university management system as well as its important role in China's higher education development, based on the conclusion of China's historical experience about higher education management system reform and lessons from management experience of foreign higher education, then setting up the basic idea which satisfies the development of China's higher education and modernization of higher education management system, that is people-oriented management, depth analysis the major problems of China's management mechanism of local university, and explore the main way of innovation management mechanism, so as to continuously guide and standardize the future process of the management system of local university, by innovating the local university management mechanism, we can promote local university to develop healthy.This paper is divided into four parts:The first part is a brief description of the research's background, significance, basic ideas, main contents and main methods. The second part is to explain the theory about people-oriented management and management mechanism innovation of local university, mainly analyzes the content, features and functions of people-oriented management, and explores basic requirements to local university manage mechanism innovation which caused by people-oriented management.The third part analyzes the existing problems about China's university management mechanism, including the nature of local university management, barriers of local university management systems, and the efficiency of local university management and so on. The fourth part is about paths of local university management mechanism innovation under the guidance of people-oriented management theory, mainly includes the evaluation criteria about overall mechanism innovation, longitudinal mechanism innovation, crosswise mechanism innovation and mechanism innovation questions which based on the local university management. It is of great value to use the people-oriented management's basic concept to explore the management mechanism of local university, reveal the exsisting problems, analyze the distinctive features and advantages about local university management, then probe the basic ideas and the main channel of management mechanism innovation in local universitys on a whole. Because it is good for the coordination of local universitys' internal relations, including administration, teaching management, and research management, to establish a management mechanism which adapts to the social development and self-development of the local universitys, so as to promote the healthy development of local university.
