China is one of the countries that has the world's worst natural disasters. The various types, high frequency and wide distribution of the natural disasters have resulted in a large scale of losses. From the snow in South to the 5.12 Wen-chuan earthquake, all of them have demonstrated the importance of the disaster crisis management. They are great challenges for the Chinese government that how to respond to the sudden-onset natural disasters, how to control the developments of the disasters in the shortest time, how to reduce losses and safeguard national interests and the long-term credibility. As the public service provider and the public affairs manager, it is necessary for the government to play a leading role in the disaster crisis management. However, the professionals in the emergency departments of the government are limited. Therefore, it is inevitable for the social forces to participate in the process of the disaster crisis management. As a kind of special social entities, non-governmental organizations have many advantages in effectively providing resources and expertise in the process of disaster crisis management. For the government, it has become the key factor to successfully address the disaster crisis that it fully mobilize all social forces and establish friendly and cooperative relations with non-governmental organizations meanwhile, it is also the inevitable choice for the government to change the government's administrative functions and achieve the "big society, small government". Therefore, this article will study the advantages and problems of participating in disaster crisis management for the non-governmental organizations, then this article will provide some policy recommendations for the government and non-governmental organizations in order to play a more effective role in disaster crisis management.Through focusing on the problems and countermeasures of China's non-governmental organizations involving in disaster crisis management, this article primarily to achieve three objectives:Firstly, we should understand that the disaster crisis management requires the participation of diverse subjects, and non-governmental organizations are important forces that can not be replaced. Secondly, through conducting a comprehensive analysis of non-governmental organizations'involvements in disaster crisis management, this article will point out the advantages and disadvantages for non-governmental organizations to participate in the disaster crisis management. Thirdly, by drawing on the foreign experience and combining with China's actual conditions, this article will provide some policy recommendations for the government and non-governmental organizations so that they will help further strengthening the involvements and enhancing the capacities of the non-governmental organizations in the process of disaster crisis management.The paper's theoretical and practical values could be concluded as follows:Firstly, by analyzing the roles that the non-governmental organizations have played in the disaster crisis management, this article can make a further definition about the positions of non-governmental organizations in disaster crisis management, and then will offer some references for the government to establish a sound emergency management mechanism. Secondly, based on the current situations and various foreign experiences, this article will mainly focus on finding out the problems of the non-governmental organizations and offering countermeasures to improve the non-governmental organizations'functions during the participation of the disaster crisis management. Finally, through analyzing the interactions between the non-governmental organizations and the government, this article will further definite the scope of the government's activities in the disaster crisis management, and then will provide theoretical basis for the government to know how to "Do Something" and "Do Nothing", and how to achieve the "Big society, Small government".
